Prof. BAI Chunli, Executive Vice President of CAS, unveiled the development vista of CAS over the next 15 years in his work report at the recent CAS annual conference.

    By 2020, Bai stressed, CAS will build itself into a scientific research base up to the world advanced level, a training base for high-ranking S&T talents, and a base for promoting the development of China's hi-tech industry, with first-class achievements, first-class benefits, first-class management and a first-class workforce. It strives to be among the top three of its counterparts in the world in terms of overall strength by then.

    By being a base for scientific research up to the world advanced level, he further explained, it means to engineer scientific innovations so as to catch up with the advanced-world level and to push for technical innovations so as to promote international competitiveness. It will concentrate resources on key projects and significant contributions by effective initiation and enforcement of major S&T innovative activities. It aims to become a national research platform open to the whole country with a substantial impact in the world S&T community by giving full play to the innovation initiative of research institutes, laying a solid foundation for the sustainability of core competitiveness, consolidating alliance and enhancing cooperation.

    By being a training base for top-ranking talents, it means to persist in making human resources as primary basis for S&T innovation, and showing respect for labor, for knowledge, for talents and for creativity. In terms of talent training, CAS will uphold a principle of considering both ability and integrity while giving first place to the latter and a principle of integrating the talent introduction with independent training while giving priority to the latter. Efforts will be made to improve the capacity of optimizing its S&T workforce so as to maintain its vitality, with an objective of creating a Mecca for S&T workers and a great school for nurturing top-grade S&T workers and entrepreneurs.

    By being a base for promoting hi-tech industrial development, it means to act as a source of knowledge and technology for the industrial restructuring, for the improvement of independent innovation capability of enterprises, and for the development of hi-tech industries. Efforts will be made to introduce a mechanism conducive to the technology transfer and industrialization, and to keep incubating hi-tech spin-offs by pooling innovation elements outside the Academy. It also means to join hands with other innovation units in society in building up a national innovation system with our characteristics by strengthening partnership among enterprises, academia and universities.

    By first-class S&T achievements, it means to make systematic and original innovations in basic research that could be confirmed by history, key technology innovation and system integrated innovation in the strategic hi-tech realm with a decisive bearing on the overall situation of national modernization program, and important innovation in the research realm concerning socio-economic progress that could promote the overall coordinated and sustainable development. It also means to act as a scientific think tank to bring forth scientific thoughts critically influencing China's socio-economic development and suggestions valuable for the country's macroscopic decision-making process, and develop new instruments and methodologies of vital importance for scientific experiments.

    By the first-class benefit, it means that S&T results win wide recognition in the S&T community and the general public, leading to enormous social benefit. Significant socio-economic benefits will be achieved through solving bottle-neck problems in the national economy's development and by promoting the development of enterprises.  It will acquire substantial eco-environmental benefit by coming up with key technology and methods to lower energy consumption, raise the recycling rates of natural resources and protect the eco-environment. It also means to get scientific and humane benefit by knowledge communication and science propagation. The research institutes will derive plentiful benefits by obtaining a high output/input ratio, earning maximal returns and good operation results.

    By first-class management, it means to set up diverse management systems to cater different categories of S&T innovative activities. Efforts will be made to establish a mechanism to ensure the policy-making process scientific and democratic, a system for drafting, enforcement or revision of strategic plans,  a rational organizational structure and powerful commanding system, as well as managerial norms and related standards so that a scientific system  for performance management will come into being. In order to scientifically deploy the resources for S&T innovation available, a management platform is to be erected on the basis of information technology and the Internet. In addition, we have to usher in a mechanism specializing in lure, cultivation and upbringing of the talented people and their dynamic optimization, forming a cultural atmosphere which features innovation, stimuli, harmony and progress to be shared by all stakeholders.

    By the first-class talents, it means to seek finest minds capable of taking the lead in making key discoveries or opening new research horizons, S&T experts or managerial specialists with strategic insight and superior management capabilities, and innovative teams that are versant with solving key S&T posers. In addition, it will have a contingent of effective administrators and supporting staff, a top-quality community of postgraduate students with superb scholarship. The overall level of CAS workforce should be on a par with its counterparts in developed countries. It will also train top-ranking S&T industrialists and entrepreneurs for the country.
