During their trip to Tibet, Lu and Chen met with IQPR administrators in Nyingchi, a district in southeast Tibet, and listened to the report by IQRP director Yao Tandong on the Institute's development progress.
During the meeting, President Lu, who is also vice chairman of the National People's Congress, China's top legislature, said the establishment of IQRP has both scientific and political significance. The decision to create a Qinghai-Tibet Plateau research institute is made after long-time consideration and repeated discussions.
According to Lu, the scientific research of IQPR will focus on three areas: geo-dynamics, the impact of environmental changes of the Qinghai-Tibet Plateau on regional and global environment, and biological resources in extreme conditions.
The establishment of IQPR should be carried out in stages, Lu notes. Its headquarters should be located in Lhasa and two branches will be set up in Beijing and Kunming, capital of Southwest China's Yunnan Province. The studies and observations in the fields of geology, geophysics and global environment change will be carried out by researchers at its headquarters and in Beijing. In the fields of biology and ecology, studies should pay close attention to the extreme conditions of the research objects and should be combined with the creation of a germplasm bank for wildlife in Southwest China.
Regarding the development of a research contingent at IQPR, Lu said, researchers could be recruited both from abroad and inland China.
