CAS president: Do what universities and enterprises don't

CAS should dedicate itself to the critical S&T issues with a fundamental, strategic, pioneering and systematic bearing on the overall and long-term development of the country, says CAS President LU Yongxiang. "It should engage in the research that is difficult for universities to carry out and that the business sector is not ready to conduct."


    CAS should dedicate itself to the critical S&T issues with a fundamental, strategic, pioneering and systematic bearing on the overall and long-term development of the country, says CAS President LU Yongxiang.

    Prof. Lu made the remarks at a meeting of CAS leaders held from 21 to 25 July in Beijing. In light of the domestic and international scenarios, the meeting reviewed the advancements of the CAS "Knowledge Innovation Program" over the past decade, and made an analysis on the development of various elements of the national innovation system and the national demands for S&T innovation. Based on these discussions, the participants further clarified the priorities of CAS in the next three years and deliberated the framework and directions for the long-standing development of CAS

    The meeting reiterated that, as a strategic taskforce in science and technology, CAS should engage in research and development that are difficult for universities to accomplish and that the business sector is not ready to conduct.

    Therefore, CAS should shoulder the following three tasks.

    Regarding basic research, high priority should be assigned to major S&T issues that could trigger technology changes, help forward industrial development, and promote interdisciplinary studies on cutting-edge topics and in emerging research areas. Efforts should be made to construct open platforms for national S&T innovation on the basis of mega science facilities.

    For systematic studies concerning sustainable development, importance should be attached to those topics that could offer new knowledge, methods and approaches for upgrading the national health level and the development of the agriculture and biological industries, and those projects that could provide systematic scientific understandings, accumulated data, and solutions to issues of resources, ecology, environment that hinder China's social and economic development

    As to strategic high-tech research, priorities should be given to major system integration innovation and systematic solutions to important issues, breakthroughs for key technological difficulties, and key cutting-edge issues for the development of China's high-tech industry.
