Main functions: To formulate drafts of human resources planning, policy and regulation framework of the CAS; be responsible for the buildup of leading bodies of CAS affiliates, appraisals and appointments of officials subject to the management of the CAS; in charge of the general management of S&T professionals, talent programs and post-doc scholars; to set the CAS institution structure, and carry out staffing and job allocation management; to implement policies and regulations concerning salaries, welfare, benefits and social insurance, as well as continuing education and training of CAS staff; to conduct personnel management at the CAS headquarters; to maintain counterpart liaison with related State Departments and undertake works entrusted by the CAS administrators.

Divisions: Division of Comprehensive Affairs, Division of Leading Cadres, Division of Scientific Talent, Division of Institution and Post Management, Division of Salaries and Social Security, Division of Education and Training, Division of CAS Headquarters Personnel.
