HE Yan, professor of water resources, Deputy Secretary-General of the Chinese Academy of Sciences, was born in 1959 in Jilin province and graduated from Jilin University in 1981.
As a researcher and a Ph.D supervisor, he was once Director of the CAS Changchun Institute of Geography, Director-General of the CAS Bureau of Personnel and Education and also President of Science Times.
He is also a member of CAS Presidium and Executive Vice President of the CAS Beijing Branch.
