An effort to downsize the administration at the CAS headquarters has seen significant progres, announced CAS Vice President Yang Bailing at a recent conference.

    As part of the China's S&T system reform and national knowledge innovation program spearheaded at CAS, an effort to downsize the administration at the CAS headquarters has seen significant progress. This was announced by CAS Vice President Yang Bailing at a conference for post-engagement at the CAS head office held on Nov. 4 in Beijing.

    As a result of three rounds of institutional and structural adjustment at the CAS headquarters since 1993, the administration has become streamlined with a more rational structure. The number of offices and bureaus is reduced to from 17 to 15, and the number of staff from more than 500 to about 300. In addition, the high-ranking officers become younger. The average age of bureau directors-general, for instance, has decreased from 55 to 51 yeas of age. More than 25% of the staff members have master's or doctoral degrees.

    Knowledge innovation program requires a simplified and efficient administration structure, says Yang while making arrangements for the new round of post-engagement at the headquarters for 2004. This is the inevitable result of the market economy, he notes. CAS will further decentralize its power to its subordinates.

    Yong urge the personnel department to carry out studies regarding the current drive of personnel system reform and learn successful practices at governmental department and institutions such as the Ministry of Science and Technology, Ministry of Education, the National Natural Science Foundation of China, Xinhua News Agency, Peking University, Tsinghua University, and large commercial enterprises such as China Aerospace S&T Group and Microsoft.
