The bureau is the main strategic planning and financial management body under the CAS. It undertakes management coordination through close collaboration with other bureaus. It is responsible for the procurement and allocation of CAS resources and the monitoring of resource deployment. It coordinates the efforts of related CAS bureaus in applications for CAS projects to be listed in major national programs, and undertakes the planning, initiation, appraisal and official acceptance of major research projects across disciplines, areas and institutes. It also maintains contact with governmental departments regarding CAS research and institutional development. The Bureau’s conventional work includes: drafting financial regulations for the CAS; management of all CAS-owned properties with the exception of real estate; formulation of scheduled plans for introducing key technology and equipment or its assembly from abroad; and technological supervision and S&T security. It also administers, across organizational boundaries, key laboratories, R&D findings and the CAS’ intellectual property. It hosts the construction of CAS databases and collection or preservation of fundamental data, as well as the overall statistics and administrative management of CAS-affiliated organs.
